　　據(jù)建材聯(lián)合會(huì)信息部提供的資料，2008年1-8月全國石材http://www.stonebuy.com/業(yè)規(guī)模以上企業(yè)http://www.stonebuy.com/enterprise/實(shí)現(xiàn)工業(yè)增加值294.38億元，同比增長29.2%；花崗石板材產(chǎn)量15161萬平方米，同比增長12.62%：大理石板材產(chǎn)量1578萬平方米，同比增長16.7%。其中，工業(yè)增加值增幅與2007年卜8月的31.4%比，下滑了2.2個(gè)百分點(diǎn)。花崗石板材產(chǎn)量的增幅與2007年卜8月的29.3%比，下滑了16.68個(gè)百分點(diǎn)。

　　三.爭取政策支持。在石材http://www.stonebuy.com/行業(yè)自身調(diào)整市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html戰(zhàn)略、企業(yè)http://www.stonebuy.com/enterprise/改造升級、行業(yè)聯(lián)合重組的同時(shí)，石材http://www.stonebuy.com/業(yè)也要努力爭取政策的支持。根據(jù)行業(yè)的實(shí)際，中國http://www.stonebuy.com石材http://www.stonebuy.com/工業(yè)協(xié)會(huì)會(huì)同各地石材http://www.stonebuy.com/協(xié)會(huì)與企業(yè)http://www.stonebuy.com/enterprise/已經(jīng)或?qū)⒁獓�繞為企業(yè)http://www.stonebuy.com/enterprise/創(chuàng)造更加寬松的政策環(huán)境，向政府有關(guān)部門提出建議，并努力爭取實(shí)現(xiàn)。當(dāng)前，重點(diǎn)是作好三個(gè)方面的工作。

　　一是，在今年六月實(shí)現(xiàn)了進(jìn)口石材http://www.stonebuy.com/荒料進(jìn)口零關(guān)稅后，繼續(xù)會(huì)同建材聯(lián)合會(huì)向稅務(wù)總局及海關(guān)總署提出建議，明年進(jìn)口石材http://www.stonebuy.com/荒料繼續(xù)執(zhí)行進(jìn)口零關(guān)稅。

　　二是，繼續(xù)加大工作力度，向質(zhì)檢總局、商務(wù)部、海關(guān)總署匯報(bào)，盡快取消對進(jìn)口大理石的放射性檢驗(yàn)，力爭明年實(shí)行。

　　三是，繼續(xù)會(huì)同建材聯(lián)合會(huì)向發(fā)改委、商務(wù)部、稅務(wù)總局等有關(guān)部門反映我國石材http://www.stonebuy.com/出口http://en.stonebuy.com/遇到的問題，爭取國家在出口http://en.stonebuy.com/退稅政策上的支持。正如前面我談到的今年1—8月石材http://www.stonebuy.com/出口http://en.stonebuy.com/的統(tǒng)計(jì)資料所發(fā)映的情況，我國石材http://www.stonebuy.com/出口http://en.stonebuy.com/若扣除人民幣匯率的變化，實(shí)際出口http://en.stonebuy.com/值的增幅已經(jīng)將要跌到一位數(shù)，這是我國石材http://www.stonebuy.com/業(yè)近十幾年沒有的。全國石材http://www.stonebuy.com/業(yè)工業(yè)增加值增幅比去年同期出現(xiàn)了下滑。石材http://www.stonebuy.com/大省——福建http://www.zongyi.com.cn/主要因?yàn)?a >出口http://en.stonebuy.com/因素的影響，金省石材http://www.stonebuy.com/業(yè)利潤出現(xiàn)負(fù)增長。勞動(dòng)密集型的我國石材http://www.stonebuy.com/業(yè)遇到了相當(dāng)大的困難。這項(xiàng)工作還需要我們?nèi)�行業(yè)共同作出努力。

　　我們也希望石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/根據(jù)生產(chǎn)經(jīng)營中遇到的實(shí)際困難和問題，若涉及政策方面的問題，及時(shí)與我會(huì)溝通并提出建議。我會(huì)將竭盡全力反映訴求，為企業(yè)http://www.stonebuy.com/enterprise/與行業(yè)服務(wù)。

　　四.扶優(yōu)扶強(qiáng)，淘汰落后。

　　前面談到的我國石材http://www.stonebuy.com/行業(yè)的生產(chǎn)、銷售、效益的情況，說明我國石材http://www.stonebuy.com/業(yè)已經(jīng)處于供大于求的局面。大型企業(yè)http://www.stonebuy.com/enterprise/感到了市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的變化，這些企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營狀況還很好。但是，小型企業(yè)http://www.stonebuy.com/enterprise/感到市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html形勢嚴(yán)峻，經(jīng)營十分困難，企業(yè)http://www.stonebuy.com/enterprise/陷于虧損。在這種形勢下，從行業(yè)到政府如何順應(yīng)形勢，促進(jìn)企業(yè)http://www.stonebuy.com/enterprise/改革與行業(yè)整合，推動(dòng)我國現(xiàn)代石材http://www.stonebuy.com/業(yè)的發(fā)展，也是在新形勢下給行業(yè)與政府提出的新課題。

　　在石材http://www.stonebuy.com/業(yè)的存量資產(chǎn)方面，我們認(rèn)為應(yīng)該明確提出“扶優(yōu)扶強(qiáng)，淘汰落后”的方針。正如這次我會(huì)在調(diào)研中看到的，我國有的地區(qū)已經(jīng)對石材http://www.stonebuy.com/業(yè)提出“上大改小”的方針。我們也建議各級協(xié)會(huì)要積極結(jié)合當(dāng)?shù)貙?shí)際情況，協(xié)助政府提出“扶優(yōu)撫強(qiáng)、淘汰落后”的政策建議，各級政府從土地、資金、政策等各方面對優(yōu)勢企業(yè)http://www.stonebuy.com/enterprise/給以支持，對落后企業(yè)http://www.stonebuy.com/enterprise/加以限制。對那些技術(shù)落后又不能按照科學(xué)發(fā)展的要求改造的企業(yè)http://www.stonebuy.com/enterprise/，以經(jīng)濟(jì)手段為主，促使其淘汰。中國http://www.stonebuy.com石材http://www.stonebuy.com/工業(yè)協(xié)會(huì)已經(jīng)并將繼續(xù)圍繞“扶優(yōu)富強(qiáng)，淘汰落后”向政府建言獻(xiàn)策，并在政府發(fā)布后積極推進(jìn)落實(shí)。

　　在石材http://www.stonebuy.com/業(yè)的增量資產(chǎn)方面，我們認(rèn)為應(yīng)該圍繞“扶優(yōu)扶強(qiáng)，淘汰落后”方針的落實(shí)，當(dāng)前尤其要突出資源保護(hù)、環(huán)境保護(hù)等方面明確行業(yè)的準(zhǔn)入條件，上升為石材http://www.stonebuy.com/產(chǎn)業(yè)的產(chǎn)業(yè)政策。過去，各地已經(jīng)結(jié)合各地實(shí)際，提出了一些石材http://www.stonebuy.com/行業(yè)準(zhǔn)入條件。但是，較多是就企業(yè)http://www.stonebuy.com/enterprise/規(guī)模而言的。今后，我會(huì)將會(huì)同各方面在調(diào)研的基礎(chǔ)上，向政府提出政策建議

　　扶優(yōu)撫強(qiáng)，淘汰落后就要有一個(gè)標(biāo)準(zhǔn)。而扶優(yōu)撫強(qiáng)，淘汰落后的標(biāo)準(zhǔn)當(dāng)然應(yīng)源自石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/與石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/管理的規(guī)范和標(biāo)準(zhǔn)。因此，石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/標(biāo)準(zhǔn)水平和企業(yè)http://www.stonebuy.com/enterprise/管理規(guī)范、標(biāo)準(zhǔn)水平的提高對石材http://www.stonebuy.com/業(yè)來說十分重要，是行業(yè)最重要的基礎(chǔ)建設(shè)。而目前，石材http://www.stonebuy.com/標(biāo)準(zhǔn)、規(guī)范工作是石材http://www.stonebuy.com/業(yè)的一個(gè)十分薄弱環(huán)節(jié)。主要表現(xiàn)在，一是，石材http://www.stonebuy.com/礦山開采直到今年才有了一個(gè)行業(yè)技術(shù)規(guī)范的行業(yè)標(biāo)準(zhǔn)，也就是說過去石材http://www.stonebuy.com/礦山開采處于無章可循的狀態(tài)。或者說，依據(jù)的是不十分符合石材http://www.stonebuy.com/業(yè)礦山實(shí)際的相關(guān)標(biāo)準(zhǔn)，專業(yè)化程度不高。因而裝飾石材http://www.stonebuy.com/礦山的狀況很不理想。二是，石材http://www.stonebuy.com/業(yè)的產(chǎn)品http://www.stonebuy.com/sample/應(yīng)該是從石質(zhì)材料到石制品。但是，我國石質(zhì)材料和石制品的產(chǎn)品http://www.stonebuy.com/sample/標(biāo)準(zhǔn)及相關(guān)實(shí)驗(yàn)方法等標(biāo)準(zhǔn)與行業(yè)實(shí)際有很大差距。尤其是石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/的標(biāo)準(zhǔn)不適應(yīng)石材http://www.stonebuy.com/業(yè)發(fā)展的需要，不同用途不同類型的產(chǎn)品http://www.stonebuy.com/sample/用同一個(gè)標(biāo)準(zhǔn)在指導(dǎo)生產(chǎn)，細(xì)分不夠，十分粗糙。標(biāo)準(zhǔn)的同質(zhì)化導(dǎo)致了行業(yè)企業(yè)http://www.stonebuy.com/enterprise/產(chǎn)品http://www.stonebuy.com/sample/的同質(zhì)化。三是，石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/生產(chǎn)過程技術(shù)管理必須的國家技術(shù)規(guī)范也比較薄弱、落后。尤其是石材http://www.stonebuy.com/業(yè)要突出的資源利用的技術(shù)規(guī)范與標(biāo)準(zhǔn)，環(huán)境保護(hù)標(biāo)準(zhǔn)、企業(yè)http://www.stonebuy.com/enterprise/排放污染物的限量標(biāo)準(zhǔn)等也急需完善。四是，石材http://www.stonebuy.com/應(yīng)用的防護(hù)技術(shù)規(guī)范更是空白，以至從歷史上的中國http://www.stonebuy.com人民銀行總行辦公樓，到今年列入奧運(yùn)會(huì)配套工程的北京南站，都出現(xiàn)了令施工單位與業(yè)主難堪的局面，已經(jīng)引起業(yè)內(nèi)的關(guān)注。五是，石材http://www.stonebuy.com/機(jī)械http://www.stonebuy.com/machine/產(chǎn)品http://www.stonebuy.com/sample/標(biāo)準(zhǔn)不完善，連石材http://www.stonebuy.com/機(jī)械http://www.stonebuy.com/machine/的命名也沒有行業(yè)標(biāo)準(zhǔn)，各石材http://www.stonebuy.com/機(jī)械http://www.stonebuy.com/machine/企業(yè)http://www.stonebuy.com/enterprise/各自為戰(zhàn)，十分混亂。總之，石材http://www.stonebuy.com/行業(yè)標(biāo)準(zhǔn)缺乏統(tǒng)一規(guī)劃，缺乏完整的標(biāo)準(zhǔn)體系，又與行業(yè)生產(chǎn)在某種程度上存在脫節(jié)的現(xiàn)象。正因?yàn)槿绱耍?a >石材http://www.stonebuy.com/行業(yè)的管理水平從標(biāo)準(zhǔn)開始就落后于其他行業(yè)。在中國http://www.stonebuy.com建材聯(lián)合會(huì)、中國http://www.stonebuy.com石材http://www.stonebuy.com/工業(yè)協(xié)會(huì)及相關(guān)單位的推動(dòng)下，在國家標(biāo)準(zhǔn)化委員會(huì)的支持下，經(jīng)過全行業(yè)兩年多的努力，國標(biāo)委于08年9月同意成立全國石材http://www.stonebuy.com/標(biāo)準(zhǔn)化技術(shù)委員會(huì)和三個(gè)分技術(shù)委員會(huì)，這是石材http://www.stonebuy.com/行業(yè)的一件大事。石材http://www.stonebuy.com/行業(yè)有了獨(dú)立的標(biāo)準(zhǔn)化組織，這也是石材http://www.stonebuy.com/行業(yè)真正成為獨(dú)立行業(yè)的最重要的標(biāo)志。中國http://www.stonebuy.com石材http://www.stonebuy.com/工業(yè)協(xié)會(huì)將會(huì)同業(yè)內(nèi)企業(yè)http://www.stonebuy.com/enterprise/、相關(guān)單位，為石材http://www.stonebuy.com/業(yè)的標(biāo)準(zhǔn)化事業(yè)作出積極的努力。以行業(yè)的標(biāo)準(zhǔn)化推動(dòng)石材http://www.stonebuy.com/業(yè)扶優(yōu)撫強(qiáng)，淘汰落后方針的落實(shí)，促進(jìn)我國現(xiàn)代石材http://www.stonebuy.com/業(yè)的發(fā)展。
